現在フォントの作成にトライしていますが専門性が高過ぎるのか特にフリーソフトは選択肢が少ない気がします。
検索してフリーで使えるツールをいくつか調べたのでメモしておきます。

FontForge
老舗。
フリーのフォントの作成といえばコレ！という印象があります。
暫く見ないうちにホームページも今風のオシャレなものになっています。
古くからあるので情報は多数あると思います。
Inkscape
Illustrator代わりのツールとして有名です。
SVGとして作成したものをSVGフォント出力できるようです。
別のサービスを利用するとSVGフォントはTTFなどにコンバートも可能です。

Inkscape
Inkscape is a Free and open source vector graphics editor for GNU/Linux, Windows and macOS. It offers a rich set of features and is widely used for both artistic and technical illustrations such as cartoons, clip art, logos, typography, diagramming and flowcharting. It uses vector graphics to allow for sharp printouts and renderings at unlimited resolution and is not bound to a fixed number of pixels like raster graphics. Inkscape uses the standardized SVG file format as its main format, which is supported by many other applications including web browsers.
Calligraphr (MyScriptFont.com)
自分の手書き文字からフォントを作成するWebサービスです。
用意されたテンプレートに自分で文字を書き込んでアップロードするとフォントが出来上がり。
フォーマットはTTFとOTFが選べます。

Glyphr
Webブラウザで開発できるフォント作成ツール。
以前はオンラインではなくWebブラウザがあればローカルで使えるツールのはずですが昔あったはずのダウンロードリンクがなくなっているので詳細は不明。
オンラインに統一したのかもしれませんがGitHubを見るとサイズの大きいHTMLファイルがあるのでそれをダウンロードすればローカルで動くのかもしれません。
ブラウザが悪いのか安定性が良くない印象です。こまめなセーブが必要。
似た名前の商用ソフトウェアGlyphsがあるので紛らわしい。
2023/02現在、v2の開発中のようです。

Glyphr Studio – font design, online

FontStruct
Webブラウザで開発できるフォント作成Webサービスです。
グリッドベースで開発できるので簡単に作れます。
TrueType フォントあるいはGlyphs というMac用フォントツール形式で出力できます。
SNSのように他の人が作成したフォントを見たり、ベースにして変更を加えたフォント作成もできます（但しライセンスによる）
個人的にはローカル環境で作成したいのですが時代の流れでオンラインサービスに移行していくのかな。
FontStruct
FontStruct is a free, font-building tool funded by advertising and some generous sponsors. With FontStruct you can easily create fonts using geometrical shapes. You create “FontStructions” using the “FontStructor” font editor. Once you’re done building, FontStruct generates TrueType fonts, ready to download and use in any application.
Birdfont
こちらのツールも歴史は長いです。ローカルで作成できるツールです。
ただし、商用利用は有償になるようです。
ダウンロードしようとすると寄付ばかり要求してくるのが残念。
何故かSteamからもダウンロードできます。

Microsoft Font Maker
その名の通り、Microsoft製のフォント作成ツール。そのため、Windowsのみ。
Windows ストアアプリとなっている。

フォント作成ツールというより調整ツールのようです。

AI JIMOJI
手書きした文字をAIが学習して自動的に生成してくれるらしいです。
如何にもAIが活用できそうな分野です。
ひらがな、カタカナ、全角アルファベットを生成してくれるようです。
試していないので生成してくれる文字数は不明です。

2025年2月時点では、利用規約で著作権を含む一切の権利はサービス提供元のフォントワークスさんに帰属する、となっています。
また、営利目的で利用する際には、可能な限りフォントワークスさんの社名を表示する必要があるようです。

TTFEdit
Java製のベクターベースTrueTypeフォント作成ツールのようです。
似た名前の商用ソフトウェアTTEditがあるので紛らわしい。

GLCD Font Creator
組み込み系のGraphics Liquid Crystal Displays (GLCDs)等で使用すると思われるツール。
おそらくこのような製品で使用すると思われる。
MIKROEさんとオープンソースのものがありました。

Javaベースのフォント作成ツール。
公式サイト死んでいるし開発止まっているように見えます。
TrueType フォント作成ができます。
