現在フォントの作成にトライしていますが専門性が高過ぎるのか特にフリーソフトは選択肢が少ない気がします。
検索してフリーで使えるツールをいくつか調べたのでメモしておきます。

老舗。
フリーのフォントの作成といえばコレ！という印象があります。
暫く見ないうちにホームページも今風のオシャレなものになっています。
古くからあるので情報は多数あると思います。
Illustrator代わりのツールとして有名です。
SVGとして作成したものをSVGフォント出力できるようです。
別のサービスを利用するとSVGフォントはTTFなどにコンバートも可能です。
活用事例として下記を見つけました。

用意されたテンプレートに自分で文字を書き込んでアップロードするとフォントが出来上がり。
フォーマットはTTFとOTFが選べます。

Webブラウザで開発できるフォント作成ツール。
以前はオンラインではなくWebブラウザがあればローカルで使えるツールのはずですが昔あったはずのダウンロードリンクがなくなっているので詳細は不明。オンラインに統一したのかもしれませんがGitHubを見るとサイズの大きいHTMLファイルがあるのでそれをダウンロードすればローカルで動くのかもしれません。
ブラウザが悪いのか安定性が良くない印象です。こまめなセーブが必要。

TrueType フォント作成ができます。

Webブラウザで開発できるフォント作成Webサービスです。
グリッドベースで開発できるので簡単に作れます。
TrueType フォントあるいはGlyphs というMac用フォントツール形式で出力できます。
SNSのように他の人が作成したフォントを見たり、ベースにして変更を加えたフォント作成もできます（但しライセンスによる）
個人的にはローカル環境で作成したいのですが時代の流れでオンラインサービスに移行していくのかな。

こちらのツールも歴史は長いです。ローカルで作成できるツールです。
活用事例として下記を見つけました。
Birdfont is a free font editor which lets you create vector graphics and export TTF, OTF and SVG fonts. The editor has good support for both monochrome and color font formats.
